ECZ-ID Specification
The ECZ-ID is a globally unique, time-bound business identifier issued under formal authority and enforced through resolver logic. This specification defines its format, constraints, and validation model.

Identifier Format
- Each ECZ-ID is a fixed-length alphanumeric string with embedded issuance epoch.
- It is globally unique, stable, and resolver-governed.
- No tiers, versions, or meanings are encoded in the ECZ-ID.
Validation Constraints
- All ECZ-IDs must resolve to authoritative state at the time of reference.
- Expired or revoked identifiers are non-canonical and must not be cited in contracts or systems.
- Resolution includes status, issuance time, and cryptographic links to passports (if any).
ECZ-IDs are designed for long-term reference across jurisdictions. They are not used for branding, messaging, or scoring.
All validity is resolver-bound. No identifier is canonical unless it resolves.
